Digital infrastructure for grids, data and public programmes

We design and deliver the systems behind the energy transition: metering and grid data, sovereign cloud platforms, sustainability reporting and secure architectures, for organisations working with private capital or EU funding.

The energy transition is now an IT programme

Europe has set its targets. Under the European Green Deal the EU aims to cut net greenhouse gas emissions by at least 55% by 2030, the Fit for 55 package turns that aim into legislation, and REPowerEU added urgency in 2022. Meeting those targets depends on infrastructure that most people never see: smart meter gateways, substation telemetry, grid connection queues, data exchange between operators and the reporting systems that prove progress to regulators and investors.

Feldwerk Digital works on that layer. We are an IT consultancy based in Frankfurt am Main, with a programme liaison presence in Brussels, and we take on engagements across the EU. Our clients run grids, utilities, public agencies, industrial sites and research consortia. Some projects are privately financed. Many draw on Digital Europe, the Connecting Europe Facility, Horizon Europe, Interreg, the Innovation Fund or national recovery plans, and we build the systems so that they satisfy the funder as well as the operator.

Who we work with

Transmission and distribution system operators
Grid operators facing rising connection requests, smart meter volumes and regulatory reporting. We work on their metering, network data and OT security.
Municipal utilities and Stadtwerke
Local utilities that run electricity, heat and water networks with lean IT teams. We help them decide which systems to modernise first and how to share platforms with neighbouring utilities.
Public administration and agencies
Ministries, regulators and regional authorities that run EU-funded measures or build digital public services. We provide architecture, procurement support and technical assurance.
Industry and energy-intensive companies
Manufacturers and process industries that must report under the CSRD and the EU taxonomy while planning electrification and on-site generation. We build the data foundation for both.
Data centres and research infrastructure
Operators whose energy performance is now regulated, including data centre reporting under Germany's Energieeffizienzgesetz and Delegated Regulation (EU) 2024/1364. We connect facility, IT load and reporting data.

How an engagement runs

We start with the physical system and the obligations around it, then design the IT. Every phase ends with a document or a running component that the client owns.

  1. 1

    Establish the facts

We map the assets, systems, data flows, contracts and regulatory duties as they are today. Interviews are backed by system exports and site visits where needed. The output is a baseline that client teams and funders can both rely on.

  2. 2

    Design the target

We set out the target architecture, the decisions it depends on and the options we rejected, with reasons. Security, data protection and funding conditions are design inputs from the first draft.

  3. 3

    Deliver in increments

We split delivery into packages that can be tendered, built and accepted separately. Each increment has acceptance criteria agreed in advance, and we work alongside client teams and suppliers rather than around them.

  4. 4

    Hand over and evidence

We close with operating documentation, test records and the evidence pack that auditors or funding bodies require. The client's team should be able to run and extend the system without us.

Technical annex for a cross-border CEF Energy application

Situation
A regional distribution system operator joins a cross-border consortium preparing a Connecting Europe Facility Energy application. The project concept is sound, but the IT and data sections are thin and the work packages do not match what the partners' systems can deliver.
Our work
We review each partner's documentation for metering, SCADA and data platforms, draft the target architecture for shared grid data, and restructure the technical work packages with deliverables and milestones that can be verified. We also outline the security and data-sharing arrangements between partners.
What the client keeps
An application whose technical sections hold together, a shared architecture the partners have agreed on, and a delivery plan that can be used from day one if the grant is awarded.

Smart meter data platform for a municipal utility

Situation
A Stadtwerk is installing smart meter gateways and must offer dynamic tariffs, but meter data still reaches billing and grid planning through separate, partly manual routes.
Our work
We document the current data flows, design a meter data platform that serves billing, customer portals and grid planning from one source, and prepare the tender for the gateway administration and platform components. We define interfaces, data quality rules and the operating model.
What the client keeps
A target architecture and procurement package the utility can tender, a phased migration plan, and a clear split of responsibilities between the utility's IT, its grid department and external service providers.

CSRD and taxonomy data pipeline for an industrial group

Situation
An industrial group that remains in CSRD scope after the Omnibus changes produced its first sustainability statement with heavy manual effort. Its auditor has asked for better traceability of energy, emissions and taxonomy figures.
Our work
We map ESRS datapoints and taxonomy KPIs to the group's ERP, energy management and site systems, design automated pipelines with documented lineage, and define the controls each data owner performs before figures reach the report.
What the client keeps
A reporting data model the finance and sustainability teams share, documented lineage for each material figure, and a control framework prepared for assurance.

Infrastructure that outlasts the funding period

Public money is accelerating Europe's energy and digital infrastructure, and much of it runs on fixed calendars. Recovery funds close, calls open and shut, consortia disband. The systems built in that time stay in operation for decades. We want them to be maintainable, secure and owned by the organisations that run them, rather than by whoever wrote the proposal.

We think the European Green Deal will be decided as much in data models, interfaces and control rooms as in policy documents. Energy data that flows between operators under fair rules, grids that can absorb new load and generation, and reporting that can be checked are all engineering problems. Feldwerk exists to work on them carefully.

Where we work

Frankfurt am Main

Germany

Headquarters. Architecture, delivery, security and data engineering teams, and the base for engagements across the EU.

Frankfurt is home to DE-CIX, one of the largest internet exchanges in the world by data throughput, and to a dense cluster of data centres around it. Our consultants work a short distance from that infrastructure and close to the grid operators, utilities and industrial sites of the Rhine-Main region.

Brussels

Belgium

Programme liaison. Follows EU funding calls, work programmes and regulatory files, and supports clients and consortia during application and reporting phases.

Brussels is where funding programmes are designed and where their executive agencies, including CINEA and HaDEA, run the calls. A presence there keeps our technical work aligned with what programmes actually ask for.

Work on the systems behind the energy transition

We are hiring engineers, architects, security specialists and programme professionals for roles based in Frankfurt am Main, some hybrid or remote within the EU. Applications are welcome in English, Hindi, Persian, Turkish and Arabic, and relocation support is available for many positions.

20 open roles. Applications close between December 2026 and early 2027.

A fortnightly brief on energy, data and EU programmes

Every two weeks we summarise what has changed in EU energy policy, funding calls, grid regulation, cybersecurity and sustainability reporting, with links to the original sources and a short note on what it means for delivery teams.
